Basically when looking for targets to wage war there's a specific outline to follow otherwise you're going to end up in a diplomatic mess, the following is what to look for.
-Golden rule: 60 hours offline to raid anyone in any front page alliance. If you raid someone over 60 hours take a screenshot with a clock and date visible, offer peace, send a comm stating they were inactive and then begin attacks until they return, cease attacks if they do return. Seems like a lot but it's really not.
-Alliance-less nations are not subject to the 60 hour rule and are free game all the time, especially at lower levels.
-Alliance-less nations with pre-existing wars are not required to make peace upon joining an alliance, if the issue is pushed that's too bad.
-Look for distinctly weaker nations with lesser tech levels, smaller navies, smaller air forces or nations of equal size you can wear down on your own.
-If you initiate an offensive raid and are told to offer peace+reps it is your single warning, we do not aid offensive raids. The only exception is if it is against a provable multi and possibly against alliance-less nations at the leader or officers discretion.
-We will assist in any defensive/incoming raids provided you were not passed the 60 hour mark (which you're required to take peace without reps, sorry) if you don't take the peace it turns into a shit storm for leadership, to deter raids all together you should max your military out as much as possible according to your economic growth. Most importantly you should attempt to login at least once daily if possible.
